Precautionary Boil Water Advisory – Morning Tide Apartments in Brunswick – Tuesday, November 7, 2017

DRINKING WATER WARNING

BOIL YOUR WATER FOR THREE MINUTES BEFORE USING

The Brunswick water system lost pressure in the area serving the Morning Tide Apartments at 2:30 pm on Tuesday, November 7, 2017 due to a break in the private service lines within the community. A plumber is onsite now restoring service. Once service has been restored, BGJWSC lab personnel will collect water samples for testing. This testing, which takes between 22 and 24 hours, should be completed the afternoon of Wednesday, November 8, at which time an all-clear message will be posted.

This loss of pressure in the distribution system may cause back-pressure, back-siphonage, or a net movement of water from outside the pipe to the inside through cracks, breaks, or joints in the distribution system that are common in all water systems. Such a system failure carries with it a potential that bacterial contamination or other disease-causing organisms could enter the water distribution system. These conditions may pose an imminent and substantial health endangerment to persons served by the water system.

This precautionary boil water advisory is being published as a warning to those that live in, work in, or travel through the affected area. During the period of the loss of pressure, water will also not be available for fire suppression use. The map below indicates the limit to which this precautionary boil water advisory applies:

 

What should I do?

  • DO NOT DRINK THE WATER WITHOUT BOILING IT FIRST. Bring all water to a rolling boil for at least (3) three minutes, and let it cool before using, or use bottled water. Boiled or bottled water should be used for drinking, making ice, brushing teeth, washing dishes, and food preparation until further notice. Boiling kills bacteria and other organisms in the water. ALL STORED WATER, DRINK OR ICE MADE RECENTLY FROM THIS SUPPLY SHALL BE DISCARDED.
  • Bathing, showering and toilet flushing may be performed using water from the tap without boiling it first.
  • Inadequately treated water may contain disease-causing organisms. These organisms include bacteria, viruses, and parasites which can cause symptoms such as diarrhea, cramps, nausea, headaches, or other symptoms. They may pose a special health risk for infants, young children, some of the elderly and people with severely compromised immune systems.
  • The symptoms above are not caused only by organisms in drinking water. If you experience any of these symptoms and they persist, you may want to seek medical advice. People at increased risk should seek advice about drinking water from their health care providers.

What is being done?

As soon as pressure can be restored to the distribution system, our water lab personnel will take water samples that will be fully evaluated over the next twenty-four to forty-eight hour period following the repair of the main. Once we have determined that there is no longer a threat of harmful bacteria in the water, we will inform you that you are no longer required to boil your water by posting an update here on our website: http://www.bgjwsc.org.

BGJWSC Participates in Water Loss Audit Program

On April 20, 2017, the BGJWSC entered into an agreement with the Georgia Environmental Finance Authority (GEFA) to enable our community to receive water loss technical assistance. This audit, which is being provided at no cost to our utility, our rate payers, or our community, will enable us to determine areas of concern within our water distribution system. We will then be able to develop a priority for future capital improvement projects to make repairs to our aging infrastructure.

GEFA, an integral part of our Georgia state government, invited our utility to apply for this program on January 24, 2017 and we are honored to have been selected as a recipient of this technical assistance from the federal Drinking Water State Revolving Fund. The primary aim of this national program is to assist local utilities with reducing water loss, thereby reducing our monthly operating costs, a savings that will ultimately be passed on to our rate payers.

The water loss audit will be performed by Matchpoint, Inc. of Wilmington, NC. You may see one of their vehicles, pictured below, as they make their way throughout our system over the coming weeks. The survey will include mains, hydrants and service connections up to your meter box. Please be aware that they are not making any repairs to our system at this time but will notify our staff of any leaks or other problems that they find through the course of the audit.

Emergency Road Closure – Intersection of F Street and Tillman Ave in Brunswick – Thursday, November 2, 2017

Emergency Road Closure Notification

In order to perform water main repairs in the area, the intersection of F Street and Tillman Ave in Brunswick will be closed to thru traffic from 10:40 a.m. on Thursday, November 2, 2017 until repairs have been completed. All traffic should be prepared to take another route.

A status update on the repairs will be made available here once the crew has determined the extent of the main break.

Strategic Plan 2017

The Vision Forward – A Message from Executive Director Jimmy Junkin

In the last twelve months, the BGJWSC has begun the process of becoming more strategic in its path to providing the best service possible at the lowest cost practical. The BGJWSC has adopted ten core attributes to guide the future process of continuous improvement for our utility. These attributes are essential to the sustainable efficient operation of a utility. They are closely aligned with the attributes of private sector businesses which include physical operations of fixed assets in their day-to-day business activities. These attributes for effective utility management (EUM) were developed in 2008 and updated in March, 2017, by a 10-partner coalition including representatives of public and private sector utilities and state agencies that provide water and wastewater services around the U.S.

Developing a more strategic approach to the management of the BGJWSC to allow it to be managed and measured more like a business is the key to our vision of being a best in class utility operation. Certainly, we have many concerns from infrastructure condition and capacity needs to billing software implementation conflicts and a lack of customer service responsiveness.

All these concerns represent challenges but they also represent opportunities. The BGJWSC has made great strides in hiring and developing key personnel who have skill sets which will facilitate achieving our future vision. Recently, the staff held a “future vision” workshop with the BGJWSC Board of Commissioners. This workshop went into key infrastructure issues and future asset management directives for our utility.

The BGJWSC commissioners and management team met on the morning of Thursday, October 19, 2017 in a public meeting where the high points of this newly developed strategic planning mission were discussed. Pump Station 4048 Project Briefing Update 1

 

The details below outline the project referred to as PS4048, which is located in the area between the corner of Norwich Street and Fifth Street to the corner of Townsend Street and Stonewall Street. This wastewater force main basin serves over 3,000 customers. This force main improvement project is required in order to continue serving the existing customer base and also prepare the way for future growth.  This project is a required preliminary/complimentary project for the current SPLOST 2016 Phase I North Mainland improvements that are planned to open up current capacity needs and prepare for future growth.

Construction has begun. Routine updates to this briefing will be posted every two weeks following a planning meeting with BGJWSC, City of Brunswick and/or Glynn County staff plus contract construction personnel. Following future meetings, progress will be reported in advance to the next phase of construction.

Update 1

TB Landmark Construction is currently connecting the section of new force main that has been installed from Pumpstation 4005, under the CSX/Norfolk Southern tracks, to the section of new force main that was directionally bored on 5th St. from Norwich St. to MLK St.  Following that connection, TBL will then install the new 6’ diameter receiving manhole located adjacent to the north entrance to Norwich Commons.  This manhole is constructed from solid High-Density Polyethylene plastic, rather than concrete, to ensure it withstands the corrosive conditions produced from the high wastewater flows it will receive.  At this time, essentially all wastewater flow in the north mainland, east of I-9/Exit 38, will pass through this manhole.  Once SPLOST 2016 Phases 2-4 are completed in several years, this flow will reduce dramatically.

The following roads are planned to be closed until December 18, 2017:

  • 5th street will be closed between Norwich Street and Marion Street
  • 5th Street will be closed between Brailsford Ave and Martin Luther King Jr Blvd Please use detour.

In addition, 5th Street between Norwich St and Hardee Street will be closed from Monday 11/6 to Friday 12/14 for sewer bypassing. Please be prepared to follow posted detour signs.

TB Landmark Construction will also be installing a 24″ Force Main via directional drill on 5th Street from Stonewall Street to Gordon Street from Monday 10/30 to Friday 11/10. 5th Street will be closed between these roads. Local Traffic Only.

Emergency Road Closure – G St and MLK Blvd – October 25, 2017

Road Closure Notification

In order to perform sewer main repairs in the area, the intersection of G Street & MLK Blvd will be closed to thru traffic beginning 8:00 a.m. Wednesday October 25th thru Friday 6:00 p.m. October 27th. Homeowner access will be maintained but all other traffic should be prepared to take another route. All North & South bound traffic should detour via Stonewall or Amherst Streets. East & West bound traffic should use F or I Streets.
