Environmental<br \/>\nProtection Division of the Department of Natural Resources, State of Georgia,<br \/>\nOctober 6, 2025.<\/h5>\n<p>English and Spanish Versions are Provided Below \u2013 A continuaci\u00f3n se proporcionan versiones en ingl\u00e9s y espa\u00f1ol.<\/p>\n<h1>Project Summary:<\/h1>\n<p><strong>Project Goals and Background: <\/strong><\/p>\n<p>This Project will implement management practices identified in the current, revised 2019 Georgia\u2019s Statewide Nonpoint Source (NPS) Management Plan: <strong><em>Urban Nonpoint Source Program \u2013 Onsite Sewage Disposal System (OSDS) &#8211; Long-Term Goal 3<\/em><\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>The overall goal of the Arco Community Septic Conversion Project is to reduce nonpoint source contribution of oxygen-demanding substances to the Turtle River-South Brunswick River watershed (HUC12 #030702030201). The Project will specifically focus on reducing septic effluent pollutant loads into Academy Creek and Turtle River through the following objectives:<\/p>\n<ul>\n<li>Convert 268 private parcels from septic systems to the Brunswick-Glynn Joint Water and Sewer Commission (JWSC) public sewer system.<\/li>\n<li>Host three (3) public education and outreach sessions (before, during and after Project work) on the benefits of septic system conversion and how to best maintain new lateral connections to the public sewer.<\/li>\n<li>Conduct upstream and downstream wet weather sampling at stormwater outfalls before, during, and after converting septic systems.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>This Project will address management practices identified in the current, revised 2019 Georgia\u2019s Statewide Nonpoint Source (NPS) Management Plan:<\/p>\n<ul>\n<li>Urban NPS Program \u2013 Septic\/Onsite Sewage Disposal System: <em>Long-Term Goal 3<\/em>: Support septic tank best management practices (&#8220;BMPs&#8221;) in watersheds with documented negative effects of septic tanks on water quality.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>The Project supports sewer expansion and public education and outreach goals from the 2019 Academy Creek Water Pollution Control Plant (WPCP). Additionally, the Project aligns with recommendations from the 2019 Revised Total Maximum Daily Load (TMDL) Evaluation for Brunswick Harbor in the Satilla River Basin for Dissolved Oxygen by working with County Health Departments to manage operations and maintenance of septic systems and by increasing public awareness about the impact of human activities on water quality.<\/p>\n<hr \/>\n<h1>Resumen del Proyecto:<\/h1>\n<h3><strong>Objetivos y Antecedentes del Proyecto:<\/strong><\/h3>\n<p>Este proyecto implementar\u00e1 pr\u00e1cticas de gesti\u00f3n identificadas en el Plan Estatal de Manejo de Fuentes No Puntuales (NPS) de Georgia revisado en 2019:<br \/>\n<strong>Programa Urbano de Fuentes No Puntuales \u2013 Sistema de Eliminaci\u00f3n de Aguas Residuales In Situ (OSDS) &#8211; Objetivo a Largo Plazo 3<\/strong><\/p>\n<p>El objetivo general del <strong>Proyecto de Conversi\u00f3n de Sistemas S\u00e9pticos de la Comunidad de Arco<\/strong> es reducir la contribuci\u00f3n de fuentes no puntuales de sustancias con alta demanda de ox\u00edgeno en la cuenca hidrogr\u00e1fica del <strong>Turtle River\u2013South Brunswick River<\/strong> (HUC12 #030702030201).<\/p>\n<p>El proyecto se enfocar\u00e1 espec\u00edficamente en reducir las cargas contaminantes de efluentes s\u00e9pticos en <strong>Academy Creek<\/strong> y <strong>Turtle River<\/strong> mediante los siguientes objetivos:<\/p>\n<ul>\n<li>Convertir <strong>268 parcelas privadas<\/strong> de sistemas s\u00e9pticos al sistema p\u00fablico de alcantarillado de la <strong>Comisi\u00f3n Conjunta de Agua y Alcantarillado de Brunswick-Glynn (JWSC)<\/strong>.<\/li>\n<li>Organizar <strong>tres (3) sesiones p\u00fablicas de educaci\u00f3n y divulgaci\u00f3n<\/strong> (antes, durante y despu\u00e9s de la ejecuci\u00f3n del proyecto) sobre los beneficios de la conversi\u00f3n de sistemas s\u00e9pticos y c\u00f3mo mantener adecuadamente las nuevas conexiones al sistema p\u00fablico.<\/li>\n<li>Realizar <strong>muestreos en tiempo de lluvia aguas arriba y aguas abajo<\/strong> en salidas de aguas pluviales antes, durante y despu\u00e9s de la conversi\u00f3n de los sistemas s\u00e9pticos.<\/li>\n<\/ul>\n<p>Este proyecto abordar\u00e1 las pr\u00e1cticas de manejo identificadas en el Plan Estatal de Manejo de Fuentes No Puntuales (NPS) revisado en 2019 de Georgia:<\/p>\n<p><strong>Programa Urbano NPS \u2013 Sistema S\u00e9ptico\/In Situ:<\/strong><br \/>\n<strong>Objetivo a Largo Plazo 3:<\/strong> Apoyar las mejores pr\u00e1cticas de manejo (BMP) de tanques s\u00e9pticos en cuencas hidrogr\u00e1ficas con efectos negativos documentados en la calidad del agua debido a los sistemas s\u00e9pticos.<\/p>\n<p>El proyecto respalda la <strong>expansi\u00f3n del sistema de alcantarillado<\/strong> y los <strong>objetivos de educaci\u00f3n y divulgaci\u00f3n p\u00fablica<\/strong> del <strong>2019 Academy Creek Water Pollution Control Plant (WPCP)<\/strong>.<\/p>\n<p>Adem\u00e1s, el proyecto se alinea con las recomendaciones de la <strong>Evaluaci\u00f3n Revisada de la Carga M\u00e1xima Diaria Total (TMDL) de 2019 para el Puerto de Brunswick<\/strong>, en la cuenca del r\u00edo Satilla para ox\u00edgeno disuelto, trabajando con los <strong>Departamentos de Salud del Condado<\/strong> para gestionar las operaciones y el mantenimiento de los sistemas s\u00e9pticos y aumentando la conciencia p\u00fablica sobre el impacto de las actividades humanas en la calidad del agua.<\/p>\n<p>&nbsp;<\/p>\n<hr \/>\n<h1>Project Updates Below (Actualizaciones del Proyecto a continuaci\u00f3n):<\/h1>\n<ul class=\"lcp_catlist\" id=\"lcp_instance_0\"><li><a href=\"https:\/\/www.goldenisleslepc.org\/?p=73497\">October 13th &#8211; Arco Septic Conversion 319 Grant Project &#8211; Public Meeting<\/a><\/li><\/ul>\n","protected":false},"excerpt":{"rendered":"<p>The preparation of this Arco Community Septic Conversion Project was financed in part through a grant from the U.S. Environmental Protection Agency under the Provisions of Section 319(h) of the Federal Water Pollution Control Act, as amended.
