Chairman Turnipseed provided the invocation and Commissioner Copeland led the Pledge of Allegiance.\u00a0<\/strong><\/p>\nPUBLIC COMMENT PERIOD<\/strong><\/p>\nChairman Turnipseed opened the public comment period.<\/p>\n
There being no citizens for public comment, Chairman Turnipseed closed the public comment period.\u00a0<\/strong><\/p>\nCOMMITTEE UPDATES<\/strong><\/p>\nFacilities Committee<\/strong> \u2013<\/p>\nChairman Turnipseed provided that the Facilities Committee had met on the previous day.\u00a0 He highlighted the wastewater treatment plant flows and operational efficiencies, as well as updated the Commissioners on the status of projects that were reported on at the Facilities Committee meeting.<\/p>\n
Finance Committee<\/strong> \u2013<\/p>\nCommissioner Copeland provided that the Finance Committee had also met on the previous day and noted that the next Finance Committee meeting is scheduled for December 18th<\/sup> at 1:00.\u00a0 He commented that some of the items which Chairman Turnipseed had already mentioned were discussed from the financial perspective.\u00a0 There was one item moved forward for consideration by the full Commission which was the East Beach Demere Improvements Project Budget.<\/p>\nHuman Resources<\/strong> \u2013<\/p>\nCommissioner Elliott provided that the Human Resources Committee had met the previous week and covered three topics, health care, options for moving to a defined contribution plan from a defined benefit plan, and also looked at a comparison of JWSC and local pay scale.\u00a0 He commented that the Finance Committee had discussed moving from a Defined Benefit Plan to a Defined Contribution Plan for new employees as of January 1, 2020 and grandfathering in the current employees. \u00a0He noted that there would be no change in the outcome of what is received in either plan, but only in how it is funded.\u00a0<\/strong><\/p>\nAPPROVAL<\/strong><\/p>\n\n- Minutes from the November 7, 2019 Regular Commission Meeting<\/strong><\/li>\n<\/ol>\n
Commissioner Duncan made a motion seconded by Commissioner Stephens to approve the minutes from the November 7, 2019 Regular Commission Meeting.\u00a0 Motion carried 6-0-1. (Commissioner Copeland abstained, he was absent from that meeting.)<\/u>\u00a0<\/strong><\/p>\n\n- Minutes from the November 7, 2019 Executive Session #1<\/strong><\/li>\n<\/ol>\n
Commissioner Stephens made a motion seconded by Commissioner Harvey to approve the minutes from the November 7, 2019 Executive Session #1.\u00a0 Motion carried 6-0-1. (Commissioner Copeland abstained, he was absent from that meeting.)<\/u>\u00a0<\/u><\/p>\n\n- Minutes from the November 7, 2019 Executive Session #2<\/strong><\/li>\n<\/ol>\n
Commissioner Stephens made a motion seconded by Commissioner Duncan to approve the minutes from the November 7, 2019 Executive Session #2.\u00a0 Motion carried 6-0-1. (Commissioner Copeland abstained, he was absent from that meeting.)<\/u>\u00a0<\/strong><\/p>\n*** Commissioner Stephens requested a calendar draft for year 2020 for the next meeting.<\/strong><\/p>\n\n- Altama\/Sea Palms CIPP Award <\/strong>\u2013 A. Burroughs<\/li>\n<\/ol>\n
Commissioner Elliott made a motion seconded by Commissioner Duncan to move that the Brunswick Glynn County Joint Water Sewer Commission enter into a contract with IPR Southeast, LLC., in the amount of $599,937.45 for the CIPP Repairs to the Altama Avenue Corridor and Sea Palms Development projects.\u00a0 Motion carried 7-0-0.<\/u>\u00a0<\/strong><\/p>\n\n- East Beach\/Demere Improvements Project Budget<\/strong> \u2013 A. Burroughs<\/li>\n<\/ol>\n
Commissioner Duncan made a motion seconded by Commissioner Neal to move to approve project funding in the amount of $100,000.00 for the East Beach\/Demere Sewer Improvement Project.\u00a0 Motion carried 7-0-0.<\/u>\u00a0<\/strong><\/p>\nDISCUSSION<\/strong><\/p>\nThere no items for discussion.<\/p>\n
EXECUTIVE DIRECTOR\u2019S UPDATE<\/strong><\/p>\nMr. Burroughs announced that Chairman Turnipseed had been re-appointed by the Grand Jury to serve on the Commission for a four year term.\u00a0 The ordinance revisions were placed on the city\u2019s agenda for the previous night\u2019s meeting and were approved to go for public notice for a period of two weeks.\u00a0 He provided that the Annual Grits and Issues Breakfast is coming up at Epworth in mid-December.\u00a0 He reminded the Commissioners that the annual JWSC Christmas Luncheon is on December 4th at 11:30 and all were welcome to attend.\u00a0<\/strong><\/p>\nCHAIRMAN\u2019S UPDATE <\/strong><\/p>\nChairman Turnipseed reiterated that the luncheon was on the fourth and encouraged the Commissioners to attend, and perhaps be a judge for the Dessert Contest.<\/p>\n
EXECUTIVE SESSION <\/strong><\/p>\nCommissioner Elliott made a motion seconded by Commissioner Neal to enter into Executive Session to discuss Property & Litigation with no vote to be taken after.\u00a0 Motion carried 7-0-0.<\/u><\/p>\n
Return to Regular Session.<\/p>\n
Commissioner Copeland made a motion seconded by Commissioner Duncan to return to Regular Session.\u00a0 Motion carried 7-0-0.<\/u><\/p>\n
Commissioner Duncan made a motion seconded by Commissioner Harvey to adjourn the meeting.\u00a0 Motion carried 7-0-0.<\/u><\/p>\n
