Kline<\/li>\n<\/ol>\n<ul>\n<li><strong>500 Block of Longview \u2013 Three (3) Easements<\/strong><\/li>\n<li><strong>Captain\u2019s Cove \u2013 Easement and Infrastructure<\/strong><\/li>\n<\/ul>\n<p>Mr. Kline presented the request for acceptance of the easements and infrastructure dedications from three (3) of the property owners on the 500 Block of Longview Road (water and sewer utilities easements) and also from Captain\u2019s Cove (infrastructure and easement) on St. Simons Island.\u00a0 Mr. Kline noted that these are standard dedications of easements and infrastructure.\u00a0 The Owners of Record for properties located at #507, #509, and #510 Longview Road on St. Simons Island have expressed interest in becoming a JWSC water customer.\u00a0 The resident at #507 has paid Capital Improvement and Operational Fees and is waiting for JWSC to provide the meter and extend the water line. This installation requires JWSC to obtain a perpetual easement from #503, #507, and #509 in order to locate, construct, install, and subsequently maintain and repair or replace water or sewer lines.\u00a0 Captain\u2019s Cove is a 33-lot subdivision located at N. Harrington and Frederica Road, and is services by an 8-inch water main and 2-inch pressurized force main.\u00a0 The owner desires to dedicate the infrastructure as public, accompanied by a water\/sewer easement.\u00a0 All requirements of the BGJWSC Design &amp; Construction Standards and Development Procedures have been met and all related documents submitted.<\/p>\n<p><u>Commissioner Duncan made a motion seconded by Commissioner Cook to move that the Facilities Committee forward the above described dedications to the full Commission for approval and acceptance.\u00a0 Motion carried 3-0-0.<\/u><\/p>\n<p><strong>DISCUSSION<\/strong><\/p>\n<ol>\n<li><strong> 2021 Capital Projects Plan Draft<\/strong> \u2013 A. Burroughs<\/li>\n<\/ol>\n<p>Mr. Burroughs presented the draft version of the 2021 Capital Projects Plan to the Committee for discussion and review.\u00a0 After all edits to the draft, Mr. Burroughs will provide the final version of the 2021 Capital Projects Plan along with corresponding maps for approval by the Facilities Committee and full Commission in April 2021.<strong>\u00a0<\/strong><\/p>\n<ol>\n<li><strong> Wastewater Flow Reports<\/strong> \u2013 A. Burroughs<\/li>\n<\/ol>\n<p>Mr. Burroughs reviewed the Wastewater Flow Reports with the Commissioners.\u00a0 This report contains data regarding the influent and effluent flows, concentration of elements and chemicals, plant capacity, etc.\u00a0 There were still some issues with rainfall during the month of February with Academy Creek measuring 4.96 inches, Dunbar Creek at 4.86 inches, and South Port coming in at 6.65 inches for the month.\u00a0 With all three plants operating within capacity, Academy Creek at 58%, Dunbar Creek at 73%, and Southport at 43%, JWSC\u2019s wastewater treatment plants are operating very well and are within permit limits.<strong>\u00a0<\/strong><\/p>\n<ol start=\"2\">\n<li><strong> Project Report<\/strong> \u2013 T. Kline \/ A. Burroughs<\/li>\n<\/ol>\n<p>Mr. Kline gave an update on the Project Report for projects currently in process.\u00a0 The Commissioners were provided with a packet containing: the Capital Project Report Spreadsheet, Capital Project Photographs, the Capital Project Gantt Chart of project timelines, and also the Earned Value Analysis Report.\u00a0 Mr. Kline thoroughly presented the update by discussing each project along with excellent photographs and descriptive details.\u00a0 Mr. Burroughs provided the Committee with a full update on Project #906 Water Pollution Control Rehab of the Academy Creek WPCF.\u00a0 This project is currently at the 15% completion point.<\/p>\n<p>There being no further Committee business, Chairman Turnipseed adjourned the meeting at 2:41 p.m.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>For your consideration, please read the minutes from the Facilities Committee Meeting held on Wednesday, March 17, 2021 at 1:00 p.m. in the Commission Meeting Room.
