Burroughs<\/li>\n<\/ol>\n<p>Mr. Burroughs provided that JWSC issues Invitation for Bid No. 21-017 Rehabilitation &amp; Force Main Upgrade Project on February 21, 2021.\u00a0 The scope includes upgrades of the wastewater pumping station and associated force main to support the new Glynn County Animal Control shelter.\u00a0 Specific work items include new precast concrete wet well, electrical shed and SCADA components, pumping equipment, discharge piping and a 6\u201d PVC force main.\u00a0 Three (3) firms submitted bids on April6, 2021.\u00a0 The apparent low bidder was Southern Civil, LLC at $498,499.00.\u00a0 Project duration is 120 consecutive calendar days. \u00a0The funding for this project will come from Glynn County, pending execution of the MOU by Glynn County for the reimbursement. Mr. Burroughs provided a certified bid tabulation for review.<\/p>\n<p><u>Commissioner Duncan made a motion seconded by Commissioner Cook to move that the Facilities Committee recommend the full Commission enter into a contract for the PS4116 Rehabilitation &amp; Force Main Upgrade Project with Southern Civil, LLC, in the amount of $498,499.00, pending execution of a MOU with Glynn County for reimbursement of project costs.\u00a0 Motion carried 3-0-0.<\/u><strong>\u00a0<\/strong><\/p>\n<ol start=\"3\">\n<li><strong> MOU with Glynn County \u2013 Pump Station 4116\/Public Safety Complex <\/strong>\u2013 C. Dorminy<\/li>\n<\/ol>\n<p>Mr. Dorminy presented that the County is engaged in a public SPLOST project to install an animal control facility at the Public Safety Complex, which will necessitate improvements to JWSC assets. As part of the Project, JWSC has requested certain upgrades and improvements, to include rehabilitation of the pump station servicing the public Safety Complex.\u00a0 JWSC has estimated the cost for the improvements to be approximately $500,000.00.<\/p>\n<p><u>Commissioner Cook made a motion seconded by Commissioner Duncan to move that the Facilities Committee recommend forwarding the memorandum of Understanding with Glynn County related to the Safety Complex Infrastructure Improvements to the full Commission for its consideration and approval.\u00a0 Motion carried 3-0-0.<\/u><strong>\u00a0<\/strong><\/p>\n<ol start=\"4\">\n<li><strong> Bergen Woods Comprehensive Agreement Amendment<\/strong> \u2013 C. Dorminy<\/li>\n<\/ol>\n<p>Mr. Dorminy provided that a developer owning property within the system on the undeveloped property on the north side of Exit 38, known as \u201cBergen Woods\u201d and has previously entered into a Comprehensive Agreement via the Unsolicited proposal process for the upgrade of two pump stations and installation of approximately 2,650 feet of new force main in Sewer Basin 4105 from the Property to Cate Road. The major amendment to the Comprehensive Agreement is that the Project no longer requires the two pump station upgrades.\u00a0 Only the forcemain extension remains as the Project.\u00a0 The utility will either reimburse Developer through applying an equivalent amount of credit toward future capital improvement fees that would otherwise be due upon the development of the Property, or simple allow the Developer to pay for the Project or a portion thereof.\u00a0 The Project must be completed within 120 days from permitting.\u00a0 The committee had discussion pertaining to possible project delays, liquidated damages, possibilities of the construction coming to a stop, funding, worst case scenarios, and associated risks.<\/p>\n<p><u>Commissioner Cook made a motion seconded by Commission Duncan to move that the Facilities Committee recommend forwarding the Amended Comprehensive Agreement with Hudson Oak Brunswick, LLC to the full Commission for its consideration and approval.<\/u><\/p>\n<p><u>Commissioner Cook made a motion seconded by Commissioner Duncan to amend the motion.\u00a0 Motion carried 3-0-0.<\/u><\/p>\n<p><u>Commissioner Cook made a motion seconded by Commission Duncan to move that the Facilities Committee recommend forwarding the Amended Comprehensive Agreement with Hudson Oak Brunswick, LLC to the full Commission for its consideration and approval, pending prepayment of tap fees or the cost of the forcemain.\u00a0 Motion carried 3-0-0.<\/u><u>\u00a0<\/u><\/p>\n<ol start=\"5\">\n<li><strong> Pump Station 4036 Gravity Basin CIPP Contract Award<\/strong> \u2013 A. Burroughs<\/li>\n<\/ol>\n<p>Mr. Burroughs stated that JWSC issued invitation for Bid No. 21-009 for the PS4036 Gravity Basin CIPP Rehabilitation on March 5, 2021The scope of this project includes CIPP lining for gravity sewer system rehabilitation upstream from JWSC Pump Station 4036.\u00a0 PS4036 is located in the North Mainland service district, with segments in this project along U.S. highway 341 and Glyndale Drive.\u00a0 Bio-Nomics Services, LLC was the apparent low-bidder out of the three (3) bids submitted.<\/p>\n<p><u>Commissioner Duncan made a motion seconded by Commissioner Cook to move that the Facilities Committee recommend the full Commission enter into a contract for the PS4036 Gravity Basin CIPP Rehabilitation with Bio-Nomics Services, LLC in the amount of $923,333.69.\u00a0 Motion carried 3-0-0.<\/u><strong>\u00a0<\/strong><\/p>\n<ol start=\"6\">\n<li><strong> ATS Installation Contract Award<\/strong> \u2013 A. Burroughs<\/li>\n<\/ol>\n<p>Mr. Burroughs provided that JWSC issued Invitation for Bid No. 21-018 for Automatic Transfer Switches for Portable Generators on March 10, 2021.\u00a0 The project scope includes installation of twenty-two (22) transfer switches and docking stations for portable generator connection at individual lift station sites. JWSC has entered into a Recipient-Subrecipient Agreement with GEMA for the installation of these transfer switches.\u00a0 The total approved funding from FEMA is $58,762.\u00a0\u00a0 Mr. Burroughs stated that JWSC has been in contact with GEMA to inform them that a budget adjustment would be necessary to facilitate the project.\u00a0 He provided that FEMA requested JWSC obtain bids, approve a contract, and then request a budget adjustment. \u00a0Out of the three (3) bids received, the apparent low bidder was Y-Delta Inc. in the amount of $773,085.00.\u00a0 Any budget approved by GEMA will be 85% reimbursable to JWSC with FEMA reimbursing 75% and GEMA reimbursing 10%.<\/p>\n<p><u>Commissioner Duncan made a motion seconded by Commissioner Cook to move that the Facilities Committee recommend awarding the contract for the installation of twenty-two (22) automatic transfer switches to Y-Delta Inc. in the amount of $773,085.00, pending a budget adjustment from GEMA.\u00a0 Motion carried 3-0-0.<\/u><strong>\u00a0<\/strong><\/p>\n<ol start=\"7\">\n<li><strong> Capital Projects Plan FY2021-2022<\/strong> \u2013 A. Burroughs<\/li>\n<\/ol>\n<p>Mr. Burroughs presented the 2021 Capital Projects Plan to the committee for their consideration and approval to move forward to the full Commission for final approval.\u00a0 In previous years staff has brought forth projects individually for consideration of scope and budget approval, until the first Capital Projects Plan in 2020.\u00a0 The projects on this 2021 Capital Projects Plan address a number of needs for both the water and sewer systems of the Mainland and St. Simons Island.\u00a0 Mr. Burroughs noted that the projects are not listed by priority, but by estimated dollar value.<\/p>\n<p><u>Commissioner Duncan made a motion seconded by Commissioner Cook to move that the Facilities Committee recommend the full Commission approve the 2021 Capital Projects Plan as presented.\u00a0 Motion carried 3-0-0.<\/u><strong>\u00a0<\/strong><\/p>\n<ol start=\"8\">\n<li><strong> Pump Station 4003 Upgrades Change Order No. 2<\/strong> \u2013 T. Kline<\/li>\n<\/ol>\n<p>Mr. Kline provided the change order request from Petticoat-Schmitt Civil Contractors, LLC, contractor for Capital Project #703-SPLOST 2016 Lift Station 4003 Upgrade.\u00a0 JWSC received a project time extension request from Petticoat-Schmitt Civil Contractors, Inc. in the amount of 50 days.\u00a0 PSCC cited cumulative delays due to inclement weather, challenges with materials delivery and labor due to the COVID-19 pandemic and time pump evaluation\/repair.\u00a0 Mr. Burroughs confirmed that this time extension will have no effect on other projects.\u00a0 There are no additional costs associated with this contractor requested change order.<\/p>\n<p><u>Commissioner Cook made a motion seconded by Commissioner Duncan to move that the Brunswick-Glynn Joint Water &amp; Sewer Commission Facilities Committee forward the above described Change Order #2 to the full Commission for approval.\u00a0 Motion carried 3-0-0.<\/u><\/p>\n<p><strong>DISCUSSION<\/strong><\/p>\n<ol>\n<li><strong> Wastewater Flow Reports<\/strong> \u2013 A. Burroughs<\/li>\n<\/ol>\n<p>Mr. Burroughs reviewed the Wastewater Flow Reports with the Commissioners.\u00a0 This report contains data regarding the influent and effluent flows, concentration of elements and chemicals, plant capacity, etc.\u00a0 \u00a0The influent flow at Academy Creek was at 7.8 and the effluent flow was 7.8, with the plant operating at 58% of its capacity.\u00a0 The influent flow at Dunbar Creek was at 2.8 and the effluent flow was 3.2, with the plant operating at 80% capacity.\u00a0 The influent flow at South Port was at 0.464 and the effluent flow was at 0.471, with the plant operating at 31% capacity.\u00a0 JWSC\u2019s wastewater treatment plants are operating very well and are within permit limits.<strong>\u00a0<\/strong><\/p>\n<ol start=\"2\">\n<li><strong> Project Report<\/strong> \u2013 T. Kline \/ A. Burroughs<\/li>\n<\/ol>\n<p>Mr. Kline gave an update on the Project Report for projects currently in process.\u00a0 The Commissioners were provided with a packet containing: the Capital Project Report Spreadsheet, Capital Project Photographs, the Capital Project Gantt Chart of project timelines, and also the Earned Value Analysis Report.\u00a0 Mr. Kline and Mr. Burroughs thoroughly presented the update by discussing each project along with excellent photographs and descriptive details.<\/p>\n<p>There being no further Committee business, Chairman Turnipseed adjourned the meeting at 2:33 p.m.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>For your consideration, please read the minutes from the Facilities Committee Meeting held on Wednesday, April 14, 2021 at 1:00 p.m. in the Commission Meeting Room.
