Dorminy, Legal Counsel<\/strong><\/p>\n<p><strong>Janice Meridith, Executive Commission Administrator<\/strong><strong>\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0<\/strong><\/p>\n<p>Chairman Turnipseed called the meeting to order at 1:00 PM.<\/p>\n<p>Chairman Turnipseed provided the invocation.<\/p>\n<p><strong>PUBLIC COMMENT PERIOD<\/strong><\/p>\n<p>There being no citizens that wished to address the Committee, Chairman Turnipseed closed the Public Comment Period.<\/p>\n<p><strong>APPROVAL<\/strong><\/p>\n<ol>\n<li><strong> Minutes from Facilities Committee Meeting February 16, 2022 <\/strong><\/li>\n<\/ol>\n<p><u>Commissioner Cook made a motion seconded by Chairman Turnipseed to approve the minutes from the Facilities Committee Meeting held on February 16, 2022.\u00a0 Motion carried 2-0-1.\u00a0 (Commissioner Duncan was not present for the vote.)<\/u><strong>\u00a0<\/strong><\/p>\n<ol start=\"2\">\n<li><strong> Dedication of Private Infrastructure w\/ Easements \u2013 Glynn County Animal Control<\/strong> \u2013T. Kline<\/li>\n<\/ol>\n<p>Mr. Kline advised the committee that the Glynn County Board of Commissioners is the owner\/developer of a 15,000+ square foot Animal Control facility located at 190 Carl Alexander Way in Brunswick, Georgia.\u00a0 The Glynn County Commission wishes to dedicate and convey the Water System measuring approximately 238 linear feet with an estimated value of $21,505 and the Water Utility Easement.\u00a0 This dedication involves only the water system infrastructure.\u00a0 The sewer system was already installed and required connection only.\u00a0 Chairman Turnipseed questioned if JWSC should request the sewer easements for permanent ownership, and Mr. Dorminy responded we should.\u00a0 He also recommended that JWSC accept what is being presented now, and recognize the Blanket Easement Agreement on what was previously existing with no expectations of issues. Chairman Turnipseed commented that JWSC needs to ensure that no issues will be had in the future.\u00a0 Commissioner Cook inquired if Glynn County owns all of the property in that location, and Mr. Kline confirmed that the County does own the property.\u00a0 Mr. Dorminy provided that there should be no issues with the County. \u00a0A survey will be requested. Commissioner Duncan commented that JWSC should pursue all separate easements.<\/p>\n<p><u>Commissioner Cook made a motion seconded by Commissioner Duncan to move that the Facilities Committee forward the above described dedication and easement documents to the full Commission for approval and acceptance. \u00a0Motion carried 3-0-0.<\/u><strong>\u00a0<\/strong><\/p>\n<ol start=\"3\">\n<li><strong> Community Road Sewer Project \u2013 Engineering Proposal <\/strong>\u2013 T. Kline<\/li>\n<\/ol>\n<p>Mr. Kline presented the request for Change Order #1 to Capital Project #2020 \u2013 Community Road Engineering Services Water &amp; Sewer Extension Project Professional Services Contract.\u00a0 This change order will provide for additional survey\/design cost of $111,800.00 and a time extension of 283 days to the original contract.\u00a0\u00a0\u00a0 The additional design cost and time extension are necessary to incorporate PS4011 and gravity sewer routing improvements.\u00a0 This would modify the originally designed route of gravity sewer extensions from the Community Road right-of-way to Habersham Street and include necessary upgrades to the existing pump station 4011such as deepening the force main. Sewer would then be available to unserved sewer areas off Community Road that are currently on septic systems.\u00a0 Chairman Turnipseed inquired as the areas PS4011 will serve.\u00a0 Commissioner Neal questioned the revenues from this area\u2019s population and noted that they may not be enough to payback the investment in the extension of sewer.\u00a0 The committee further discussed the effects and costs to go with a lower pressure step-system with a holding tank and draining off of grey water as compared to the gravity sewer extensions with higher pressure.\u00a0 It was noted that with the step-system, this low pressure system requires more maintenance and more jetting out of the lines.\u00a0 After discussion, the committee took a vote.<\/p>\n<p><u>Commissioner Cook made a motion seconded by Commissioner Duncan to move that the Brunswick-Glynn Joint Water &amp; Sewer Commission Facilities Committee forward the above-described Change Order #1 to the full Commission for approval. \u00a0Motion carried 0-3-0.\u00a0 The committee unanimously voted \u201cNO\u201d.<\/u><strong>\u00a0<\/strong><\/p>\n<p><strong>DISCUSSION<\/strong><\/p>\n<ol>\n<li><strong> Presentation \u2013 DRAFT of FY 2023 Capital Projects Plan<\/strong> \u2013 A. Burroughs<\/li>\n<\/ol>\n<p>Mr. Burroughs presented the Facilities Committee with the draft of the Fiscal Year 2023 Capital Projects Plan.\u00a0 The projects were listed and discussed in prioritized order with each including a full description, the total project cost, funding source, engineering and labor types.\u00a0 The fourteen projects are listed on the draft in the order noted below.<\/p>\n<ol>\n<li>GEFA Loan Debt Service<\/li>\n<li>Academy Creek RAS Replacements<\/li>\n<li>Water Production SCADA<\/li>\n<li>PS4105 Force Main Reroute<\/li>\n<li>Mall EST &amp; Oglethorpe EST Rehab<\/li>\n<li>PS2056 Pump &amp; Force Main Improvements<\/li>\n<li>PS2033\/2034 Rehab<\/li>\n<li>PS3114 Force Main Reroute<\/li>\n<li>North Mainland WPCF Land Acquisition &amp; Engineering<\/li>\n<li>Ocean Boulevard Water Improvements<\/li>\n<li>Wesley Oaks Circle Water Main Improvements<\/li>\n<li>Brunswick Villa Area Sewer Extensions<\/li>\n<li>Galvanized Replacements<\/li>\n<li>JWSC Facilities Improvements<\/li>\n<\/ol>\n<p>Mr. Burroughs requested the Commissioners provide any feedback on the draft of FY2023 projects.\u00a0 He also noted that this plan is scheduled to be approved in April when the FY2023 Budget is approved.<\/p>\n<ol start=\"2\">\n<li><strong>WPCF Plant Flows Report<\/strong> \u2013 A. Burroughs<\/li>\n<\/ol>\n<p>Mr. Burroughs reviewed the Wastewater Flow Reports with the Commissioners.\u00a0 This report contains data regarding the influent and effluent flows, concentration of elements and chemicals, plant capacity, etc. For the month of February 2022 the influent flow at Academy Creek was at 5.8 and the effluent flow was 5.6, with the plant operating at 41% of its capacity.\u00a0 The influent flow at Dunbar Creek was at 2.4\u00a0\u00a0 \u00a0and the effluent flow was 2.8, with the plant operating at 70% capacity.\u00a0 The influent flow at South Port was at 0.328 and the effluent flow was at 0.397, with the plant operating at 26% capacity.\u00a0 JWSC\u2019s wastewater treatment plants are operating very well and are within permit limits.<\/p>\n<ol start=\"3\">\n<li><strong> Capital Project Report<\/strong> \u2013 T. Kline \/ A. Burroughs<\/li>\n<\/ol>\n<p>Mr. Kline and Mr. Burroughs presented an update on the Project Report for projects currently in process.\u00a0 The Commissioners were provided with a packet containing: the Capital Project Photographs, Capital Project Report Spreadsheet, the Capital Project Gantt Chart of project timelines, and also the Earned Value Analysis Report.\u00a0 Mr. Kline and Mr. Burroughs thoroughly presented the update by discussing each project along with excellent photographs and descriptive details.<\/p>\n<p><strong>EXECUTIVE SESSION &#8211; Property<\/strong><\/p>\n<p><u>Commissioner Duncan made a motion seconded by Commissioner Cook to adjourn into Executive Session to discuss Property.\u00a0 Motion carried 3-0-0.<\/u><\/p>\n<p><strong>Return to Regular Session<\/strong><\/p>\n<p><u>Commissioner Duncan made a motion seconded by Commissioner Cook to return to regular session.\u00a0 Motion carried 3-0-0.<\/u><\/p>\n<p><u>Commissioner Duncan made a motion seconded by Commissioner Cook to adjourn the Facilities Committee Meeting.\u00a0 Motion carried 3-0-0.<\/u><\/p>\n<p>There being no further Committee business, Chairman Turnipseed adjourned the meeting at 2:49 p.m.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>For your consideration, please read the minutes from the Facilities Committee Meeting held on Wednesday, March 16, 2022 at 1:00 p.m. in the Commission Meeting Room.
