Prince Seafood Corporation\u2013 2022 \u201cGold Award Winner\u201d <\/strong><\/p>\n<p><strong>\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 Industrial Wastewater Pretreatment Category<\/strong><\/p>\n<p>The Georgia Association of Water Professionals member Mike Thomas presented representatives for the King &amp; Prince Seafood Corporation as the GAWP 2022 \u201cGold Award Winner\u201d in the category of Industrial Wastewater Pretreatment.\u00a0 Angela Walker, JWSC Pretreatment Compliance Coordinator also provided commentary regarding King &amp; Prince\u2019s efforts in maintaining 100% compliance and for the great job they do as a customer of JWSC that is doing everything possible to meet the high standards and requirements.<\/p>\n<p><strong>EMPLOYEE RECOGNITION \u2013 Chairman Turnipseed \/ Derrick Simmons <\/strong><\/p>\n<p><strong>\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0Jacob Owen Ammons \u2013 Water Distribution Operator Certification<\/strong><\/p>\n<p>Chairman Turnipseed presented Jacob Owen Ammons with his certificate for Water Distribution Operator.\u00a0 Jacob recently completed the course requirements and assessment to receive his licensure to perform as a certified water distribution operator.\u00a0 The Chairman congratulated Jacob and expressed his pleasure with this staff member\u2019s accomplishment and continuing his education to improve his abilities.<\/p>\n<p><strong>COMMITTEE UPDATES<\/strong><\/p>\n<p><strong>Facilities Committee<\/strong> \u2013 Chairman Turnipseed<\/p>\n<p>Chairman Turnipseed reported that the Facilities Committee had met the previous day at 1:00 p.m.\u00a0 The committee accepted two Dedications of infrastructure and easement.\u00a0 Approval items included final balancing change orders on the PS4036 CIPP Project and the Engineering Services for the North Mainland SPLOST Project. \u00a0The Water Production Report and WPCF Plant Flows Report both indicated that operations are doing a great job and the facilities are producing very well.<\/p>\n<p><strong>Finance Committee<\/strong> \u2013 Commissioner Duncan<\/p>\n<p>Committee Chairman Duncan reported that the Finance Committee meeting was held on the previous day at 3:00 p.m. The committee approved a leak adjustment to be granted that was over $2,000.\u00a0 The committee also recommended revising the Leak Adjustment Policy from $2,000 requiring Commission approval to the amount of $5,000 which will also aid in a more timely reimbursement of leak adjustments.\u00a0 This request is to be approved by the City of Brunswick and Glynn County Commissions prior to the revised JWSC Leak Adjustment Policy to be in effect.\u00a0 The Financial Report looked good and indicated that JWSC remains in a strong financial position.<\/p>\n<p><strong>APPROVAL<\/strong><\/p>\n<ol>\n<li><strong> Minutes from the June 16, 2022 Regular Commission Meeting <\/strong><\/li>\n<\/ol>\n<p><u>Commissioner Stephens made a motion seconded by Commissioner Duncan to approve the minutes from the June 16, 2022 Regular Commission Meeting.\u00a0 Motion carried 6-0-1.\u00a0 (Commissioner Strickland was absent from the meeting.)<\/u><\/p>\n<ol start=\"2\">\n<li><strong> Infrastructure and Easement Dedications<\/strong> \u2013 T. Kline<\/li>\n<\/ol>\n<ul>\n<li><strong>Golden Isles Aviation Hangar<\/strong><\/li>\n<li><strong>Century Place Habitat for Humanity<\/strong><\/li>\n<\/ul>\n<p>Mr. Kline presented the request for acceptance of the Easement and Private Infrastructure Dedication from the Golden Isles Aviation Hangar and the Century Place Habitat for Humanity.\u00a0 The Owner of Record for each portion of the infrastructure described within has submitted legal documents to: 1) define and execute the transfer of ownership; and, 2) convey an easement for access and maintenance.\u00a0 The infrastructure is understood to have complied with applicable standards at the time of construction. JWSC inspection records indicate the infrastructure is functioning and in acceptable condition.\u00a0 All requirements of the JWSC Standards for Water &amp; Sewer Design and Construction and Development Procedures have been met, and all related documents submitted. Staff recommends acceptance and approval of the described water and sewer infrastructure and easement.<\/p>\n<p><u>Commissioner Duncan made a motion seconded by Commissioner Cook to move that the Brunswick-Glynn Joint Water and Sewer Commission approve these projects with associated dedications and easement. Motion carried 6-0-1.\u00a0 (Commissioner Strickland was absent from the meeting.)<\/u><\/p>\n<ol start=\"3\">\n<li><strong> Pump Station 4036 CIPP Project \u2013 Final Balancing Change Order No. 2 \u2013 <\/strong>T. Kline<\/li>\n<\/ol>\n<p>Mr. Kline stated that JWSC staff received the Contractor\u2019s Final Pay Application Request from Bio-Nomic Services, Inc.\u00a0 The documentation is dated July 13, 2022 and includes a project Change Order No. 2 request in the additional amount of $14,163.35 and a 117-day time extension. This change order documents the terms for closing out the project which includes final cost adjustments due to planned versus actual lengths, additional heavy cleaning\/deposit cuts required, days over contract time, and allowance of delay days due to ongoing Pump Station 4035-4036 construction activities. This change order shall constitute the full and final settlement of this contract.\u00a0 Chairman Turnipseed commented that the Facilities Committee had met and approved this item to be forwarded to the full Commission.<u>\u00a0<\/u><\/p>\n<p><u>Commissioner Cook made a motion seconded by Commissioner Neal to move that the Brunswick-Glynn Joint Water and Sewer Commission approve Change Order No. 2 and project closeout as described above.\u00a0 Motion carried 6-0-1.\u00a0 (Commissioner Strickland was absent from the meeting.)<\/u><\/p>\n<ol start=\"4\">\n<li><strong> North Mainland SPLOST Engineering Change Order No. 2 <\/strong>\u2013 T. Kline<\/li>\n<\/ol>\n<p>Mr. Kline advised the Committee that JWSC staff received change order documentation dated July 13, 2022, which includes project Change Order #2 (Professional Services Contract Amendment) for additional funding of $50,590.51 and a time extension of 574 days.\u00a0 This change order documents the terms for closing out the project which includes final cost adjustments, and allowance of delay days due to the COVID-19 global pandemic, supply chain issues, labor shortages, inflation spikes, and logistical challenges during the construction of Phase II North Mainland (NM) CIPP with Inland Pipe Rehabilitation, LLC. (IPR), Phase III NM Pump Station 4035-4036 Rehab Improvements with Southern Civil, LLC, and Phase III NM Forcemain reroute with T B Landmark Construction, Inc.\u00a0 Due to the extended construction period for the Phase II NM CIPP project with IPR, $204,000.00 was imposed as liquidated damages for not completing the work within the contract time.\u00a0 This change order shall constitute the full and final settlement of this contract.\u00a0 Staff has reviewed the request from Thomas &amp; Hutton Engineering Co. and recommends approval to increase funding by $50,590.51 and contract time (for construction phase services) by 574 days to the engineering contract.<\/p>\n<p><u>Commissioner Cook made a motion seconded by Commissioner Duncan to move that the Brunswick-Glynn Joint Water and Sewer Commission approve the above-described Change Order No. 2 to increase the contract amount by $50,590.51 and contract time by 574 days.\u00a0 Motion carried 6-0-1.\u00a0 (Commissioner Strickland was absent from the meeting.)<\/u><strong>\u00a0<\/strong><\/p>\n<ol start=\"5\">\n<li><strong> Glynn County Animal Control Facility Lease IGA Amendment<\/strong> \u2013 A. Burroughs<\/li>\n<\/ol>\n<p>Mr. Burroughs stated that this Amendment needs to be deferred until the next meeting.\u00a0 The County did not finalize the IGA Amendment in time for this meeting.<\/p>\n<p><u>Commissioner Duncan made a motion seconded by Commissioner Cook to move that the Glynn County Animal Control Facility Lease IGA Amendment be deferred until the next Commission meeting.\u00a0 Motion carried 6-0-1.\u00a0 (Commissioner Strickland was absent from the meeting.)<\/u><\/p>\n<ol start=\"6\">\n<li><strong> Leak Adjustment \u2013 T. Malachi<\/strong> \u2013 A. Burroughs<\/li>\n<\/ol>\n<p>Mr. Burroughs provided that JWSC Customer Theresa Malachi has requested a leak adjustment due to a large leak at 600 Everett Street. Baker Plumbing Company, Inc. has repaired the leak and usage has returned to normal levels.\u00a0 Section 2-16-63(h) of the Glynn County Ordinances requires any leak adjustment totaling $2,000 or more to be presented to the Commission for final approval.\u00a0 Staff has reviewed this request for a leak adjustment and determined that it should be granted to the customer.\u00a0 The calculated amount of the leak adjustment is $2,210.50 for the account holder. The leak adjustment forms and supporting documentation were provided for the Commissioners to review.<\/p>\n<p><u>Commissioner Stephens made a motion seconded by Commissioner Cook to move that the Brunswick-Glynn Joint Water and Sewer Commission approve a leak adjustment in the amount of $2,210.50 to the account of Theresa Malachi as presented.\u00a0 Motion carried 6-0-1.\u00a0 (Commissioner Strickland was absent from the meeting.)<\/u><\/p>\n<ol start=\"7\">\n<li><strong> Leak Adjustment Policy<\/strong> A. Burroughs<\/li>\n<\/ol>\n<p>Mr. Burroughs recalled for the Commission that in the current City of Brunswick and Glynn County Ordinances, any leak adjustment exceeding $2,000 requires approval by the Commission prior to granting the adjustment to the customer. Having presented several of these size leak adjustments over the past few years, members of the Commission have requested that staff look at revising the ordinances to increase the threshold for Commission approval on leak adjustments.\u00a0 This would decrease the time period required to grant a leak adjustment in most of these larger situations and improve staff\u2019s flexibility to provide consistent customer service to our customer base. Over the past 5 years, there have been 2 requested leak adjustments that exceeded $5,000, one for a hotel and one for a condo complex. Essentially, unless there is a leak on the main line of a master metered complex or a large commercial or industrial customer, it is unlikely that any leak adjustment would exceed a $5,000 threshold. Staff recommends updating the leak adjustment policy to increase the threshold requiring Commission approval to $5,000.\u00a0 Any approval of this recommendation by the Finance Committee and\/or the full Commission will require approval by the City of Brunswick Commission and the Glynn County Commission prior to the change taking effect.\u00a0 Leak adjustments are to be approved and signed by two staff members.<strong>\u00a0<\/strong><\/p>\n<p><u>Commissioner Stephens made a motion seconded by Commissioner Duncan to move that the Brunswick-Glynn Joint Water and Sewer Commission recommend updating the City of Brunswick and Glynn County Water and Sewer Ordinances as shown in the attached document.\u00a0 Motion carried 6-0-1.\u00a0 (Commissioner Strickland was absent from the meeting.)<\/u><\/p>\n<p><strong>EXECUTIVE DIRECTOR\u2019S UPDATE<\/strong><\/p>\n<p>Mr. Burroughs announced that JWSC was presented with the Tnemec 2021 Tank of the Year First Runner-Up Award at the Facilities Committee Meeting.\u00a0 JWSC\u2019s Prince Street tank came in second best out of over 500 tanks in the country. JWSC has plans in place to paint 2 more tanks this fiscal year.\u00a0 The FEMA generators are out for bid with a total of 8 to be purchased. \u00a0Chairman Turnipseed, Mr. Kline, Mr. Burroughs, and a few other staff attended the GAWP Conference in Savannah earlier in the week.\u00a0 The Chairman was presented with the AWWA Gold Water Drop Award for his fifty cumulative years of membership.<\/p>\n<p><strong>COMMISSIONERS\u2019 DISCUSSION<\/strong><\/p>\n<p>There were no further items for discussion.<\/p>\n<p><strong>CHAIRMAN\u2019S UPDATE <\/strong><\/p>\n<p>Chairman Turnipseed commented on JWSC staff having attended all sessions at the GAWP Conference.\u00a0 He added that staff member Angela Walker presents at these conferences and noted she has proven to be a blessing to JWSC.\u00a0 The Chairman thanked and encouraged the JWSC staff for all their hard work.<\/p>\n<p><strong>EXECUTIVE SESSION <\/strong><\/p>\n<p>There was no Executive Session<\/p>\n<p>There being no additional business to bring before the Commission, Chairman Turnipseed adjourned the meeting at 2:32 p.m.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>For your consideration, please read the minutes from the Commission Meeting held on Thursday, July 21, 2022 at 2:00 p.m. in the Commission Meeting Room.
