Tostensen III \u2013 Parcel 03-01950 and Nick &amp; Su Enterprises, LLC \u2013 Parcel 03-14379.\u00a0 Motion carried 3-0-0.<\/u><strong>\u00a0<\/strong><\/p>\n<p><strong>APPROVAL<\/strong><\/p>\n<ol>\n<li><strong> Minutes from Facilities Committee Meeting December 14, 2022 <\/strong><\/li>\n<\/ol>\n<p><u>Commissioner Cook made a motion seconded by Chairman Turnipseed to approve the minutes from the Facilities Committee Meeting held on December 14, 2022.\u00a0 Motion carried 2-0-1.\u00a0 (Commissioner Stephens abstained as he was not at that meeting.)<\/u><\/p>\n<ol start=\"2\">\n<li><strong>Academy Creek WPCF Rehab Project \u2013 Change Order No. 3<\/strong> &#8211; A. Burroughs<\/li>\n<\/ol>\n<p>Mr. Burroughs noted that on October 14, 2020, Ruby-Collins, Inc. was contracted by JWSC for the extensive rehab of the Academy Creek Water Pollution Control Facility.\u00a0 The issued Notice to Proceed date for the contract was December 1, 2020.\u00a0 In May 2022 the Commission approved Change Order No. 1, and in August 2022 Change Order No. 2 was approved. Over the last five months, one additional item was determined that needed addressing in this project.\u00a0 An electrical panel located near the solids handling facility needs to be relocated to meet necessary codes for clearance in front of the panel.\u00a0 Ruby-Collins provided pricing to complete the relocation in the amount of $7,577.\u00a0 Mr. Burroughs added that there remains a handful of vendor-related items that are awaiting correction prior to project completion.\u00a0 Ruby-Collins also has a handful of punch list items to be completed throughout the plant.\u00a0 Ruby-Collins has asked for a time extension of 120 days to complete the panel relocation and remaining punch list items.\u00a0 The updated substantial completion date if approved would be February 28, 2023.<\/p>\n<p><u>Commissioner Cook made a motion seconded by Commissioner Stephens that the Facilities Committee recommend the full Commission approve Change Order No. 3 for the Academy Creek WPCF Rehab project in the amount of $7,577 and approve a time extension of 120 days for Ruby-Collins, Inc. to complete the project.\u00a0 Motion carried 3-0-0.<\/u><\/p>\n<ol start=\"3\">\n<li><strong>Pump Station 3102 Electrical Service Contract Award<\/strong> \u2013 A. Burroughs<\/li>\n<\/ol>\n<p>Mr. Burroughs stated that Pump Station 3102 is located adjacent to the Pilot Flying J Travel Center at Exit 29.\u00a0 The station serves the area north of Highway 17 near I-95.\u00a0 Currently the electric service into the pump station is fed from the Travel Center.\u00a0 The main disconnects for this service are in a locked building to which the JWSC does not have 24\/7 access. One of the legs into the station has failed somewhere between this building and the station.\u00a0 The station is currently on bypass. To get the station running again on utility power, the JWSC could either work with Pilot Flying J to locate the issue in the underground power service fed from the Travel Center or install a separate power service for the station.\u00a0 Staff obtained a quote from Georgia Power Company to install the new service to the station at the cost of $36,496.18.\u00a0 Staff prefers to have a separate power service to the station as it keeps the station independent of any issues which may occur at the Travel Center.\u00a0 The committee discussed the options and details of the current situation. Mr. Burroughs noted that 3 phase power is needed due to the 3 phase pumps.\u00a0 He added that this upgrade does give the ability to expand to the back of the property.<\/p>\n<p><u>Commissioner Cook made a motion seconded by Commissioner Stephens that the Facilities Committee recommend the full Commission award to Georgia Power Company in the amount of $36,496.18 for the installation of a new electric service to Pump Station 3102. <\/u><u>Motion carried 3-0-0.<\/u><\/p>\n<ol start=\"4\">\n<li><strong>Dedications of Private Infrastructure &amp; Easements <\/strong>\u2013 T. Kline<\/li>\n<\/ol>\n<ul>\n<li>Sweetwater Phase 2 \u2013 Dedication of Infrastructure<\/li>\n<li>198 Olive Way Easement<\/li>\n<li>Wawa Easements<\/li>\n<\/ul>\n<p>Mr. Kline provided that the Developers of the projects listed wish to convey easements and dedicate infrastructure.\u00a0 They have submitted necessary legal documents defining the transfer of ownership and conveying the easements for access and maintenance. All requirements of the JWSC Standards for Water &amp; Sewer Design and Construction and Development Procedures have been met, and all related documents submitted.<\/p>\n<p><u>Commissioner Stephens made a motion seconded by Commissioner Cook that the Facilities Committee recommend the full Commission approve and accept these projects with associated Dedications and Easements.\u00a0 Motion carried 3-0-0.<\/u><\/p>\n<p>5.<strong>On Call Boring Services Extension<\/strong> \u2013 A. Burroughs<\/p>\n<p>Mr. Burroughs advised that on August 17, 2022 approval was granted for contract award to D &amp; C Directional Boring, LLC, for On-Call Boring Services as needed to increase efficiency in the repair and replacement of existing service lines.\u00a0 Due to the market\u2019s challenges with staffing and mobilization costs, the term of the pricing was initially in effect for only a (6) six-month period for the four sizes and linear foot rates as on the list provided. The contract was executed in September 2022.\u00a0 D &amp; C\u2019s contract performance has been satisfactory and includes purchase orders totaling approximately $50,768.00 billed to date. The time period for the initial contract period is drawing near and D &amp; C Directional Boring has agreed to continue to offer the same pricing structure for an additional (6) six-month period.\u00a0 Services will continue to be provided on an \u201cas-needed\u201d basis and for the purposes of routine repairs and small project needs.<\/p>\n<p><u>Commissioner Stephens made a motion seconded by Commissioner Cook that the Facilities Committee recommend that the full Commission approve the additional (6) month extension of the existing On-Call Boring Services contract to D and C Directional Boring, LLC.\u00a0 Motion carried 3-0-0.<\/u><\/p>\n<p><strong>DISCUSSION<\/strong><\/p>\n<ol>\n<li><strong>Water Production Report<\/strong> \u2013 A. Burroughs<\/li>\n<\/ol>\n<p>Mr. Burroughs presented the Water Production Report for the month of January 2023 to the Facilities Committee. This report provides the Committee with the monthly and daily water production in millions of gallons for each of the BGJWSC water production facilities (wells). The following are Brunswick District production facilities:\u00a0 Howard Coffin, Goodyear Park, Brunswick Villa, FLETC, I-95, Golden Isles I, Golden Isles II, Canal, and Ridgewood.\u00a0 The South Mainland District wells include Fancy Bluff, Exit 29, and Brookman. Mallery, Airport, Harrington, and Hampton South are the wells located in the St. Simons Island District.<\/p>\n<ol start=\"2\">\n<li><strong>WPCF Plant Flows Report<\/strong> \u2013 A. Burroughs<\/li>\n<\/ol>\n<p>Mr. Burroughs reviewed the monthly Wastewater Flow Reports with the Commissioners. This report contains data regarding the influent and effluent flows, concentration of elements and chemicals, plant capacity, etc. January 2023 was almost as dry as the month of December.\u00a0 The influent flow at Academy Creek for January was 6.7 MGD as compared to December at 6.1. The effluent flow for January went slightly down from 5.0 to 4.9 MGD, with the plant operating at 36% of its capacity.\u00a0 The influent flow at Dunbar Creek was up to 2.9 from the previous 2.8 MGD and the effluent flow decreased to 2.7 MGD, with the plant operating at 68% capacity.\u00a0 The influent flow at South Port was at 0.388 and the effluent flow reported at 0.386, with the plant operating at 26% capacity. \u00a0JWSC\u2019s wastewater treatment plants are operating very well.<strong>\u00a0<\/strong><\/p>\n<ol start=\"3\">\n<li><strong> Capital Project Report<\/strong> \u2013 T. Kline \/ A. Burroughs<\/li>\n<\/ol>\n<p>Mr. Kline and Mr. Burroughs presented an update on the monthly Project Report for Capital Projects currently in process including those in the engineering phase and those in construction.\u00a0 The Commissioners were provided with a packet containing: the Capital Project Photographs, Capital Project Report Spreadsheet, the Capital Project Gantt Chart of project timelines, and the Earned Value Analysis Report.\u00a0 Mr. Kline and Mr. Burroughs thoroughly presented the update by discussing each project along with excellent photographs and descriptive details.<\/p>\n<p>There being no further business, Chairman Turnipseed requested a motion to adjourn the meeting.<\/p>\n<p>Chairman Turnipseed adjourned the meeting at 2:45 p.m.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>For your consideration, please read the minutes from the Facilities Committee Meeting held on Wednesday, February 15, 2023 at 1:00 p.m. in the Commission Meeting Room.
