Burroughs<\/li>\n<\/ol>\n<p>Mr. Burroughs noted that the Academy Creek Water Pollution Control Facility has six clarifiers that help separate solids from wastewater following biological treatment in the aeration basins. Each clarifier has a mechanical drive that rotates a set of rakes on the bottom of the clarifier to force solids into the sludge collector.\u00a0 It also has a skimmer arm on top to push floating scum to the scum trough for removal. Upon inspection of the clarifier drive assembly on Clarifier No. 6, staff determined that a replacement of all components above the worm gear needed replacing. Evoqua is the provider of replacement materials for these drive assemblies. Staff requested pricing for both a complete drive assembly replacement and for all the parts above the worm gear as shown below.<\/p>\n<p>(1.) Buy Parts and Rebuild Internally = $30,641.17 with lead time of 12-14 weeks.<\/p>\n<p>(2.) Complete Assembly Replacement = $40,405.88 with lead time of 8-10 weeks.<\/p>\n<p>Staff recommends purchasing the complete assembly rather than purchasing parts for the rebuild. While more expensive, this option will arrive sooner and require less staff time for installation. Installation of the drive assembly will require renting a crane and operator for a day to perform the tasks. This will be funded out of the Academy Creek Equipment Parts and Supplies budget.<\/p>\n<p><u>Commissioner Stephens made a motion seconded by Commissioner Cook that the Facilities Committee recommend the full Commission approve the purchase of a clarifier drive assembly for Academy Creek from Evoqua Water Technologies in the amount of $40,405.88. Motion carried 3-0-0.<\/u><\/p>\n<ol start=\"3\">\n<li><strong>Academy Creek Influent Pump Rehab<\/strong> \u2013 A. Burroughs<\/li>\n<\/ol>\n<p>Mr. Burroughs stated that the Academy Creek Water Pollution Control Facility has four 125-horsepower influent pumps which pump the wastewater received from the sewer collection system into the treatment facility.\u00a0 Under normal flow conditions, the plant uses one pump, but in major rain events all four pumps are occasionally required.\u00a0 Additionally, being down a pump reduces the flexibility to perform maintenance on the other three pumps as we approach the rainier months of the year.\u00a0 Staff sent the damaged pump to Southeast Pump Specialist for inspection to determine a scope of work to have the pump rebuilt into a like new condition.\u00a0 Southeast Pump Specialist provided the attached necessary scope of work, which essentially replaces or rehabs everything on the pump excluding the motor and volute. The cost to repair the pump is quoted at $45,736.00 with a 5-7 week lead time for the work to be completed. Given the high cost to repair, staff also requested a quote for a new pump to use as a replacement.\u00a0 The received quote for a replacement pump is $91,410.00.\u00a0 No lead times were provided on the quote, but based on recent pump orders on smaller pumps, it will likely exceed the 5-7 weeks quoted for repair and take more like 12-16 weeks. If approved, a 5-7 week leak time to repair would have the pump being delivered around the end of April or early May. Staff recommends repairing the existing Yeomans pump with Southeast Pump Specialist for a cost of $45,736.00.\u00a0 The cost is approximately half the cost to replace it, and there is more certainty with lead times on the repair.\u00a0 Repairing the pump will likely extend the useful like of the pump by 3-5 years.\u00a0 This will be funded out of the Academy Creek Purchased Equipment Repair budget.<\/p>\n<p><u>Commissioner Cook made a motion seconded by Commissioner Stephens that the Facilities Committee recommend the full Commission approve the repair of the Academy Creek Influent Pump by Southeast Pump Specialist in the amount of $45,736.00. <\/u><u>Motion carried 3-0-0.<\/u><\/p>\n<ol start=\"4\">\n<li><strong>Arnold Road Resurfacing \u2013 Change Order No. 1<\/strong> \u2013 A. Burroughs<\/li>\n<\/ol>\n<p>Mr. Burroughs advised that Pump Station 2002 is located on Arnold Road near the intersection with Ocean Boulevard.\u00a0 JWSC staff installed approximately 1,000 feet of 12\u201d PVC force main to replace a section of cast iron force main that had reached the end of its useful life.\u00a0 On October 20, 2022, the Commission awarded a resurfacing contract to Allen Owens Construction and Paving, Inc. for the resurfacing of Arnold Road.\u00a0 During the installation of the force main, several unforeseen issues arose which slowed the time frame of the project.\u00a0 Unknown utilities were discovered that caused some rerouting of the pipe outside of the originally proposed trench.\u00a0 The trench varies in size and location throughout the existing roadway.\u00a0 Furthermore, upon milling the asphalt in the trench, it was determined that there is between 6-8\u201d of asphalt currently on Arnold Road, likely from multiple overlays.\u00a0 Upon completion of the pipe installation, Glynn County had concerns about the scope of proposed paving repairs originally awarded to Allen Owens, which included milling the existing asphalt 2\u201d and laying 9.5 mm of 1.5\u201d asphalt topping instead.\u00a0 Staff requested an updated quote from Allen Owens Construction to perform the new scope of the resurfacing project which was received at $124,500.00.\u00a0 This is an increase in the contract amount of $29,125.00.<\/p>\n<p><u>Commissioner Cook made a motion seconded by Commissioner Stephens that the Facilities Committee recommend that the full Commission approve Change Order No. 1 in the amount of $29,125.00 to Allen Owens Construction and Paving, Inc. for scope changes associated with the resurfacing of Arnold Road.\u00a0 Motion carried 3-0-0.<\/u><\/p>\n<ol start=\"5\">\n<li><strong>Dedications of Private Infrastructure &amp; Easements <\/strong>\u2013 T. Kline<\/li>\n<\/ol>\n<ul>\n<li>Grace Crossing Ph2A \u2013 Dedication of Infrastructure &amp; Easement<\/li>\n<li>Island Drive Easement<\/li>\n<li>Pump Station 4018 (Pinova)<\/li>\n<\/ul>\n<p>Mr. Kline provided that the Developers of the projects listed wish to convey easements and dedicate infrastructure.\u00a0 They have submitted necessary legal documents defining the transfer of ownership and conveying the easements for access and maintenance. All requirements of the JWSC Standards for Water &amp; Sewer Design and Construction and Development Procedures have been met, and all related documents submitted.<\/p>\n<p><u>Commissioner Cook made a motion seconded by Commissioner Stephens that the Facilities Committee recommend the full Commission approve and accept these projects with associated Dedications and Easements.\u00a0 Motion carried 3-0-0.<\/u><\/p>\n<p><strong>DISCUSSION<\/strong><\/p>\n<ol>\n<li><strong>Water Production Report<\/strong> \u2013 A. Burroughs<\/li>\n<\/ol>\n<p>Mr. Burroughs presented the Water Production Report for the month of February 2023 to the Facilities Committee. This report provides the Committee with the monthly and daily water production in millions of gallons for each of the BGJWSC water production facilities (wells). The following are Brunswick District production facilities:\u00a0 Howard Coffin, Goodyear Park, Brunswick Villa, FLETC, I-95, Golden Isles I, Golden Isles II, Canal, and Ridgewood.\u00a0 The South Mainland District wells include Fancy Bluff, Exit 29, and Brookman. Mallery, Airport, Harrington, and Hampton South are the wells located in the St. Simons Island District.<\/p>\n<ol start=\"2\">\n<li><strong>WPCF Plant Flows Report<\/strong> \u2013 A. Burroughs<\/li>\n<\/ol>\n<p>Mr. Burroughs reviewed the monthly Wastewater Flow Reports with the Commissioners. This report contains data regarding the influent and effluent flows, concentration of elements and chemicals, plant capacity, etc. February 2023 was a drier month than January.\u00a0 The influent flow at Academy Creek for February was 7.5 MGD as compared to January at 6.7. The effluent flow for February increased from January\u2019s 4.9 MGD to 6.4 MGD, with the plant operating at 48% of its capacity.\u00a0 The influent flow at Dunbar Creek was up to 4.0 from the previous 2.9 MGD and the effluent flow slightly increased to 2.8 MGD, with the plant operating at 71% capacity.\u00a0 The influent flow at South Port was at 0.466 and the effluent flow reported at 0.520, with the plant operating at 35% capacity. \u00a0JWSC\u2019s wastewater treatment plants are operating very well.<strong>\u00a0<\/strong><\/p>\n<ol start=\"3\">\n<li><strong> Capital Project Report<\/strong> \u2013 T. Kline \/ A. Burroughs<\/li>\n<\/ol>\n<p>Mr. Kline and Mr. Burroughs presented an update on the monthly Project Report for Capital Projects currently in process including those in the engineering phase and those in construction.\u00a0 The Commissioners were provided with a packet containing: the Capital Project Photographs, Capital Project Report Spreadsheet, the Capital Project Gantt Chart of project timelines, and the Earned Value Analysis Report.\u00a0 Mr. Kline and Mr. Burroughs thoroughly presented the update by discussing each project along with excellent photographs and descriptive details.<\/p>\n<p><strong>EXECUTIVE SESSION<\/strong><\/p>\n<p><u>Commissioner Cook made a motion seconded by Commissioner Stephens to enter into Executive Session to discuss Property with no vote to be taken after.\u00a0 Motion carried 3-0-0.<\/u><\/p>\n<p>Return to Regular Session<\/p>\n<p><u>Commissioner Stephens made a motion seconded by Commissioner Cook to return to Regular Session.\u00a0 Motion carried 3-0-0.<\/u><\/p>\n<p>There being no further business, Chairman Turnipseed requested a motion to adjourn the meeting.<\/p>\n<p><u>Commissioner Cook made a motion seconded by Commissioner Stephens to adjourn the meeting.\u00a0 Motion carried 3-0-0.<\/u><\/p>\n<p>Chairman Turnipseed adjourned the meeting at 2:43 p.m.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>For your consideration, please read the minutes from the Facilities Committee Meeting held on Wednesday, March 15, 2023 at 1:00 p.m. in the Commission Meeting Room.
