The BGJWSC is accepting bids for improvements to the sanitary sewer system in Brunswick, GA. We will be hosting a mandatory pre-bid meeting at our headquarters at 700 Gloucester St in Brunswick on Tuesday, June 16, at 10:00 a.m. All interested parties are inviting to attend. The BGJWSC is presently performing a sewer upgrade in the Glynn Haven area of St. Simons Island. The work is being completed under contract with a construction company and inspections are being regularly performed by BGJWSC staff. The following is a summary of the work that is being done along Atlantic Dr. and a schedule for completion.
There is currently an 18″ gravity sewer main running down the south side of Atlantic Dr. that was installed many years ago. This main is made of clay pipe and is in poor condition. It is one of two main sewer runs that take raw sewage to the Dunbar Creek Waste Water Treatment Facility and needs to be brought up to today’s standards. The homes along Atlantic Dr. are either on a septic system or tied onto the 18″ sewer pipe. The plan is to install a brand new 8″ gravity sewer pipe and related manholes on the northern side of the road and connect the homes to this new sewer system. Each home site will have a sewer lateral stubbed out to the property line at the right of way.
As you may have already seen, the existing road was milled in place from Frederica to Sixth Street and the new sewer system has already been installed from Frederica Rd to Third St. The crew is now in the process of installing the main from Third St to Fourth St. Upon completion of this new system, it will be tested and accepted by BGJWSC. The homes will then be tied on. The roadway will also be graded and paved. It was stressed to the contractor that the new road will not be installed any higher than it was previously but may be installed slightly lower. However, we will make sure the connections to the driveways match this new grade.
New connections will be made to the sewer system, allowing you to continue receiving service without interruption. As work progresses down Atlantic Dr., the contractor will be looking around each home site to determine the location of the existing sewer connection under the house. They will make every attempt to catch the home owner before or after work to help identify this sewer pipe. In many cases, the sewer pipe is buried under bushes or landscaping. It would be extremely helpful if the home owners are prepared to point out where each sewer pipe is located in order for the contractor to line up the new sewer lateral with the old.
During all this work, the contractor will be providing traffic control. Sections of Atlantic Dr. where the pipe work is being installed will be closed to thru traffic but all residences affected by the closure will be able to gain access to their homes. Home owners may inform the contractor if they have any special needs that must be met in order to be able to get in or out of their driveways. The contractor will also deliver the home owner’s garbage cans to the garbage truck in sections where the road is closed.
The contractor has provided the BGJWSC with a schedule and proposes to finish the sewer pipe and manholes by June 12th, grade the roadway and import stone base by June 23rd, and pave from the 24th to the 26th, weather dependent. Soon after the paving of Atlantic Dr., a new contractor will mobilize to rehabilitate the 18″ sewer pipe. There will be several large trucks that will clean and video the system and insert a fiberglass sleeve from manhole to manhole, allow it to cure in place (which does not take very long) and will rehabilitate the existing manholes. The contractor will need to temporarily set up a by-pass pumping system from one stretch of manholes to another, which will include a large pump and pipe laid on top of the ground. Residences along the south side of the road may have limited access to their driveways while this work is being performed. This rehabilitation work, which should provide little disruption to the residences, will ensure the system will last another 50 years.
The BGJWSC has stressed to the contractor that dust control must be enforced. Debris cleanup has been consistent, traffic has been properly routed, but there may be some inconvenience during the installation process. The BGJWSC appreciates your patience and understanding during this project and will keep you informed if any significant delays arise.
Monday, April 20th, the JWSC entered into a contract with Popco Inc. out of Albany Georgia for improvements to Sanitary Sewer Basin 2030 and a needed Water Main Extension. The contract was in the amount of $3,022,528.22 and the Notice To Proceed will be issued within the next 20 days. Actual construction will begin as soon as the construction submittals are reviewed and approved and materials are made available, and could be as early as 45 days. The 1st Phase of the contract will be for the contractor to install a 30 HP bypass pump at Lift Station 2030 and provide (2 each) 200 linear foot emergency pipes in case of a line rupture. The 2nd Phase of the project is to replace the current 8″ Force main with a new 12″ Force Main that extends from Lift Station 2030 within Hamilton Landing to the Dunbar Creek WWTF. Lift Station 2030 is also to be rehabilitated from a Dual 20 HP pump system to a 30 HP Quadplex Pump System. In addition, the 12″ Water line that current dead ends at Hawkins Island will be connected to another dead end line at the Sea Island Hotel. This will complete a needed loop within the water main system and will provide better and more consistent water pressure to the southern part of Saint Simons Island.
By modifying the Sanitary Sewer System the system will be able to handle a “Maximum Build Out” of all developable property within the 2030 Basin and will upgrade the current sewer collection system’s capabilities by 29%. The funding for this project will come from both the Repair & Replacement Account Fund as well as the Capital Expansion Account Fund.
The breakdown is as follows:
Sanitary Sewer Rehabilitation (R&R Funds) $2,155,369.05
Sanitary Sewer Expansion (Capital Expansion Funds) $ 867,259.17
Water Main Expansion (Capital Expansion Funds) $ 595,579.32
Todd Kline (Senior Engineer for JWSC) stated that he is ready to get this project started and expects great things from Popco Inc. Phyllis Lewis (Owner of Popco Inc.) stated that her company is very anxious to get started on the project. Getting the material submittals properly submitted and back approved from JWSC will be the task at hand to begin receiving construction materials. Total construction time for this contract is 240 days from the Notice To Proceed. Liquidated Damages for this project are set at $2,000.00 per day.

Residents in the Village Creek subdivision of St. Simons Island may have recently noticed a rumbling sound emanating from the Water Production Facility operated by the BGJWSC. This facility, located at 161 S Harrington Rd, is the home of the Water Distribution Division staff offices, the 15 staff members that help ensure that you continue to have access to water; a 300,000 gallon ground water storage tank, which is presently being rehabilitated; and an out-of-service well, which is 905 feet deep.
The existing well is the only well north of the Sea Island Causeway that could adequately supply the growth on the north end of St. Simons Island. However, due to a casing failure, this well was shut down in November, 2013. A new well is in the process of being drilled and will provide quality drinking water out of the Floridan aquifer, a deep pocket of water located under the southern US from South Carolina, southeastern Georgia, Florida and southern Alabama. Providing water from this area of the aquifer to residents on the north end of St. Simons Island will ensure that the distribution system will be balanced with other wells located on St. Simons Island, leading to a more consistent water pressure system-wide, lower demand for chlorine used as a disinfectant while water is stationary in the mains, and providing redundancy to the system in case of the failure of another source.
On the evening of Monday, April 13, 2015, multiple residents on Villager Dr and Villager Ct reported a concern about the sound and vibrations coming from the plant. This was in fact the drilling of a test hole used to confirm placement of the surface casing that is required for the first 600 feet of this well, which will ultimately be 800 feet deep. The process to dig to this depth is intentionally slow and consistent, with much care invested in ensuring that the drilling rig or casing is not damaged, which might create the need for digging another well. As such, our contractor, Woodrow Sapp Well Drilling, will be operating the drilling rig 24 hours a day from 8:00 on Monday, April 20 until 5:00 on Monday, April 27. At that time, the well digging project should be complete and the ambient noise will be gone.
The BGJWSC recognizes that this drilling schedule may be an inconvenience for many of you and ask for your forgiveness in advance. We hope that you will be understanding and agree with us that the life-giving water provided by the well will reap benefits for many years to come as a result of this progress.

Due to contractor damage to the water main on Altama Avenue from Second Street to Fourth Street there will be a temporary emergency road closure on Altama Avenue until repairs are complete. There may be a temporary loss of water pressure to customers in the immediate vicinity as repairs to the water main are made.

In accordance with Chapter 391-3-6-.09, Rules and Regulations for Water Quality Control, notice is hereby given of approval by the Georgia Environmental Protection Division of changes to a local pretreatment program for the Brunswick-Glynn County Joint Water & Sewer Commission. The pretreatment program provides for the administration and enforcement of pretreatment standards for industrial users of the publicly owned treatment works.
