Pump Station 2032 Project Briefing Update 2

The details below outline the project referred to as PS2032, which is located in the area between North Harrington Road and Palmetto Street on Frederica Road, on the northern half of St Simons Island. This wastewater force main basin serves approximately 3,400 customers north of and including Sea Palms West. This improvement is required in order to continue serving this existing customer base and also prepare the way for future growth.

Update 2
Construction has begun. Routine updates to this briefing will be posted every two weeks following a planning meeting with BGJWSC, Glynn County and contract construction personnel. The first onsite planning meeting occurred Tuesday, January 17, 2017. Following future meetings, progress will be reported in advance to the next phase of construction.

TB Landmark’s drill rig is set up in front of the Sea Palms Golf Course just south of North Windward Drive. A temporary bike path will be installed around the drill rig with special golf ball netting to protect pedestrians. Pipe will be fused in the Glynn County Right-of-Way on South Harrington Road and will be pulled underground Tuesday, January 31st or Wednesday, February 1st. South Harrington Road will be closed for the pipe pullback operation Tuesday, January 31st or Wednesday, February 1st.   There will be a detour set up from N. Harrington Rd. to Harrington Lane to South Harrington Road.  This closure will be approximately 12- 24 hrs. When the pipe has safely been pulled in, the road will be opened.

On Wednesday, February 1st, the drill rig will stay at the North Windward Drive location, but turn around to the south and drill the opposite way. Pipe will be fused along the pedestrian path across from Long Point Drive, 500 foot lengths. The path will be closed during the pipe pullback operation anticipated on Friday, February 3rd for through passing pedestrian traffic. This closure will be approximately 12 hrs. The detour will re-rout pedestrians from Palm Drive to Harrogate Road to North Windward Dr and vice versa from south to north. It is expect to pull the pipe underground by Friday, February 3rd. When the pipe has safely been pulled in, the path will be opened.

On Monday, February 6th , the crew will move the drill rig in front of the Sea Palms Golf Course just south across from Major Wright Road. A temporary bike path will be installed around the drill rig with special golf ball netting to protect pedestrians. The path will be closed during the pipe pullback operation for approximately 12- 24 hrs for through passing pedestrian traffic from St. Clair Parkway to Dunbarton Drive.  The detour will re-rout pedestrians from Palm Drive to Harrogate Road to North Windward Dr and vice versa from south to north. We expect to pull this pipe underground by Friday, February 10th. When the pipe has safely been pulled in, the path will be opened.

For the safety of pedestrians and crew members, please avoid approaching workers that are actively engaged in the construction process. BGJWSC staff will be making this information available in a handout form using brochure holders beginning in the middle of next week, or as soon as the displays arrive. Those holders will be spaced out along the available walking path and in adjacent business areas, such as Circle K, Benny’s Red Barn, Sea Palms Resort office, our construction staging area (at the corner of Palmetto and Frederica), and other locations along the route.

What
Construction of a dedicated 16-inch force main for wastewater discharge. The 16-inch pipe will have a 14-inch inside diameter and will replace the current 8-inch force main that has exceeded design capacity. This 8-inch line has been in constant use for over 30 years.

The method of construction is ‘trenchless’ in which all pipe installation will be completed through horizontal drilling technology to avoid open trenches and road closures. While this will result in a greater project cost, this method is preferred in order to minimize the inconvenience to the community and protect the tree canopy.

Through BGJWSC efforts at obtaining the use of property adjacent to the project for staging equipment and materials, Palmetto St will have no more than a partial lane closure during limited periods of the project. Traffic control will be present, where necessary, throughout the project.

No services will be intentionally disrupted during the project. Any environmental impacts due to construction activities will be restored during each phase.

Equipment and construction trailer will be staged at 3501 Frederica Road for the course of the project. Accommodations have been made with area businesses to avoid congestion and delays.

Why
The 8-inch force main is too small to support existing sewer customers. Under current conditions, the force main cannot support all the flow from the twenty contributing stations in the basin. This increases the probability of Sanitary Sewer Overflows (SSOs), which impacts the public health and safety. This project is consistent with the corrective actions as directed in compliance with an existing consent order from the Environmental Protection Division of the Georgia Department of Natural Resources that resulted from recent SSOs. BGJWSC is replacing this small, incompatible pipe with a new, larger 16-inch diameter force main pipe. A larger pipe will be able to provide adequate sewer services to the public and reduce the potential for SSOs.

This project is being funded by capital reserves at a cost of approximately $3.4 million. No SPLOST funds will be used.

Who
This project was designed by Four Waters Engineering, Inc., will be managed by the Planning & Construction Division of the BGJWSC and construction will be performed by T.B. Landmark Construction.

TB Landmark specializes in horizontal direction drill (HDD) which a majority of the construction requires. TB Landmark has the qualifications BGJWSC has specified for this project. The anticipated construction equipment for this project may include a HDD Drilling Rig, Excavators, Vacuum/Recycling Trucks, Dump Trucks, Loading/Unloading Trucks, and HDD Mud Mix Recycler.

FYI – Toilets Are Not Trashcans

Should it be flushed or not? Many citizens in our community may find themselves questioning whether or not they are able to flush certain substances/items. If you find that you are asking yourself, “can I flush this?” allow BGJWSC to help you.

Remember the 3 P’s: Pee, Poop and Paper. Only two things should ever be flushed down the toilet through our sewer system, human excrement and toilet paper. Both are easily broken down within the sewer system allowing it to work as designed. It is safe to say anything that is not one of the two should be disposed of by other means.

Here is why:

  • Kleenex, paper towels, wet wipes ­– These items may have “flushable” on the label, but believe us when we say that they are not. They are designed to absorb and hold moisture not break down in it.
  • Band-Aids/dental floss – Though small, these items are not biodegradable and can wrap themselves around objects already in the plumbing causing small clogs that could lead to bigger ones.
  • Diapers – Made mostly out of absorbent plastic, diapers will quickly become stuck in your toilet’s piping causing almost immediate sewer back up.
  • Hygiene Products – Q-tips, cotton balls and feminine products do not break down in water which can cause a blockage over time.
  • Fats, Oils, Grease – Any kind of cooking substance or food should be disposed of by other means. They may be a liquid while they are warm, but once they cool off they solidify causing pipelines to gum up.
  • Corrosive/Poisonous – Cleaning materials should be disposed of carefully. Flushing these down the toilet may cause harm to the sewer infrastructure or the processes at the wastewater treatment plant.
  • Medication – Liquid or pill form medication should never be flushed. Medication is very harmful to the processes at the wastewater treatment plant.
  • Solids – Of course, no type of solid item, such as plastics, should ever be flushed down the toilet.

Flushing any type of these items can cause a blockage in the sewer system that may result in the community or your own sewer becoming blocked. Blockages to your home plumbing could cost thousands of dollars. Do yourself a favor and simply dispose of these items in the proper ways.

Remember Toilets are not Trashcans!

For more information, , the National Association of Clean Water Agencies (NACWA) is working collaboratively with other associations and groups to find common ground and safe solutions for both utilities and the environment.  The Association is advocating for elimination of harmful products and ingredients when possible and education of the public about proper disposal practices.  In addition, the Association is working with its members and other partners to create and support programs that continue to bring this vital issue to the forefront.

Update for Week 1

TB Landmark’s drill rig is set up at Pump Station 2032 between Spanish Oaks Cove and North Harrington Road. The crew will be fusing pipe south of Benny’s Red Barn Restaurant to the east and will pull pipe underground at that location at the end of this week.  The pedestrian path will remain open with cones identifying the pedestrian route.

On Monday 1/23/17, the crew will move the drill rig in front of the Sea Palms Golf Course just south of North Windward Drive. A temporary bike path will be installed around the drill rig with special golf ball netting to protect pedestrians. Pipe will be fused in the Glynn County right-of-way on South Harrington Road and will be pulled underground before the end of the week. South Harrington Road will be closed for the pipe pullback operation. This closure will be approximately 12- 24 hrs. When the pipe has safely been pulled in, the road will be opened.

On Friday 1/27/17, the drill rig will stay at the same location, but turn around to the south and drill the opposite way. Pipe will be fused along the pedestrian path at Long Point Drive, 500 foot length. The path will be closed for through passing and pedestrian traffic will be re-routed from Palm Drive to Harrogate Road to North Windward Dr and vice versa from south to north. TB Landmark expects to pull this pipe underground by Friday 2/3/17. At that point, the detour will be removed.

During this initial phase of the project, the Glynn County Public Works Department will be cutting dead limbs, or “deadwooding,” over Frederica Rd. on St. Simons Island beginning today, Wednesday, January 18, 2017.  Work will be conducted during a limited time frame of 9:00 a.m. to 11:30 a.m. every Tuesday, Wednesday, and Thursday until the work is complete.  Work will start at Palm Dr. and proceed north to Lawrence Rd.  Because this work is being conducted directly above the roadway, motorist should anticipate single lane closures, momentary full road closure, and in some areas, a full detour may be necessary.  Dr. Don Gardner, County Extension Agent and County Arborist, has assessed and approved all limb cutting within the area of this project.
