In order to perform repairs to the water system, including relocating a water main and replacing valves, domestic water service and fire purpose water service will be unavailable from 7:30 a.m. to 5:00 p.m. on Tuesday, January 17, 2017 on two side streets adjacent to Canal Road in Brunswick. The outage will be isolated to residents of Rosewood Drive and Gatch Ln.

Regarding Pumping Station 2032 Project Upgrades Affecting Frederica Road Traffic

Despite our efforts to make the matter clear through our previous posting on December 30, 2016, Pump Station 2032 Initial Project Briefing, the Brunswick News reported on January 6, 2017 that the project will reduce Frederica Road to one lane. This was reported by the Brunswick News in error. Rest assured that the BGJWSC has no plans to reduce traffic on Frederica Road to one lane. All work on Frederica Road will be safely managed in the shoulder of the road outside of either lane, as was the stated plan. Our initial project briefing indicates side streets that will affected by the project and approximate time periods, dependent upon construction progress.

Please trust that any updates and/or deviation from these plans will be posted here prior to the commencement of each phase of work in order to keep you completely and accurately informed.

Road Closure – Sea Breeze Drive on St. Simons Island – January 10 to 12, 2017

In order to perform sewer main repairs in the area, the intersection of Sea Breeze Drive & Sherman Avenue on Saint Simons Island, will be closed to thru traffic from 8:00 a.m. on Tuesday, January 10th, 2017 until 4:00 p.m. on Thursday, January 12th, 2017. Homeowner access will be maintained but all other traffic should be prepared to take another route.

For Your Information – Fluoride in the Water

Did you know that the Brunswick-Glynn County Joint Water & Sewer Commission stopped adding fluoride to the drinking water system in 2013? Why was fluoride added to the drinking water in the first place? What was the cause of the policy change and what does this change to our drinking water production mean to our health as consumers of this precious resource?

Consumers of the water produced by the JWSC may be surprised to discover that very little is done to change the water from the point where it is drawn from the deep wells served by the Upper Floridan aquifer to their point of use at home. The pure water that we drink is tens of thousands of years old. Chlorine has to be added to minimize bacterial growth when the water sits stagnant in the distribution system, but very little processing or filtering is done, otherwise. Going to the source of this process, W.O. (Billy) Simmons, Jr., the Superintendent of the Water Production Division of the JWSC, offered his perspective of an experience that he has been involved in for most of his adult life, having started at the City of Brunswick Water Department in 1983. “Over thirty years ago, the City of Brunswick was adding fluoride. The GA EPD provided grants for the purchase of equipment to start injecting fluoride. We had five stations at the time and the equipment was added at once in the early 1980s,” Simmons said (2016).  The Glynn County water system had gone through a similar process and had already discontinued injection at their seven stations before the merger of the two respective systems in 2008. We’ll soon look at why the Georgia Environmental Protective Division of the Department of Natural Resources would be taking such an active role in the fluoridation process, but it may first be helpful to understand what fluoridation is, exactly, and what benefits it provides.

Mrs. Angela Walker recently graduated from Liberty University with a Bachelor of Psychology. The field of psychology is designed to teach students a deeper understanding of human behavior and mind. A degree in psychology proves Mrs. Angela has specialized knowledge in problem solving and an understanding of human interaction. These type of skills are universal and can be applied in almost any job environment. Out in the field, Mrs. Walker comes into contact with the public, businesses and organizations of the Golden Isles daily, her new degree in psychology fortifies that she knows how to interact with them. BGJWSC recognizes and congratulates Mrs. Angela Walker on her latest achievement in higher education.

The BGJWSC is honored to have had Mrs. Angela Walker working as our Wastewater Pretreatment Compliance Coordinator over the past couple years. Mrs. Walker holds the sole responsibility of conducting BGJWSC’s regulatory compliance inspections, monitoring enforcement, keeping records and reporting on these situations. She is the first line of defense against unwanted materials and substances that could damage the sewer systems of Brunswick, GA. Along with her family, Mrs. Walker, moved to the Golden Isles in 2014 for the opportunity to work with the BGJWSC and remains a dedicated, hardworking employee. She has worked in wastewater treatment systems for nearly 20 years, and has obtained multiple licenses in the state of Georgia, showing how well experienced she is even before obtaining her degree.

She is also responsible for the BGJWSC Fats, Oils and Grease (FOG) program. The FOG program is a major key in pretreatment methods between harmful substances and the sewer system. Fats, oils and grease are extremely destructive to the systems we depend on for fresh water and sewer services. The program prevents these substances from seeping into our system by establishing FOG regulations on businesses. Mrs. Walker works every day to enforce these regulations, issue permits and perform inspections to keep our community clean and the water flowing.

Mrs. Walker has already began continuing her pursuit of knowledge. She has enrolled in the Master’s Program at Troy University, pursuing a Master of Environmental Policy. She intends to use this degree to help the Golden Isles enforce water regulations throughout the area and control public policy. BGJWSC is proud to have the chance to help Mrs. Walker on her new journey to better herself and the Golden Isles.

Pump Station 2032 Initial Project Briefing

The details below outline the project referred to as PS2032, which is located in the area between North Harrington Road and Palmetto Street on Frederica Road, on the northern half of St Simons Island. This wastewater force main basin serves approximately 3,400 customers north of and including Sea Palms West. This improvement is required in order to continue serving this existing customer base and also prepare the way for future growth.

Once construction commences, routine updates to this briefing will be posted every two weeks following a planning meeting with BGJWSC, Glynn County and contract construction personnel. Progress will be reported in advance to the next phase of construction.

No services will be intentionally disrupted during the project. Any environmental impacts due to construction activities will be restored during each phase.

What

Construction of a dedicated 16-inch force main for wastewater discharge. The 16-inch pipe will have a 14-inch inside diameter and will replace the current 8-inch force main that has exceeded design capacity. This 8-inch line has been in constant use for over 30 years.

The method of construction is ‘trenchless’ in which all pipe installation will be completed through horizontal drilling technology to avoid open trenches and road closures. While this will result in a greater project cost, this method is preferred in order to minimize the inconvenience to the community and protect the tree canopy.

Through BGJWSC efforts at obtaining the use of property adjacent to the project for staging equipment and materials, Palmetto St will have no more than a partial lane closure during limited periods of the project. Traffic control will be present, where necessary, throughout the project.

Where

Frederica Road areas affected during project –

(Dates are estimates, exact dates will be determined when construction begins)

S. Harrington Road:

  • closed for two 12 to 24-hr windows during pipe pullback
  • Should occur end of January

Palmetto Street:

  • no more than one lane closed at the intersection with Frederica Road.
  • Should occur end of March to end of April

3rd and 4th Ave:

  • Through traffic closed
  • Should occur 18 days in April

West of 6th Avenue:

  • one lane closure
  • Should occur 18 days in April

Pedestrian Path Detour on Frederica Road –

Harrogate Road:

  • Detour between North Windward Drive and Palm Drive, to be used during course of construction on Frederica Road east shoulder.
  • Should occur mid-February to mid-March

Palm Drive and Colonial Drive:

  • Closure of path segments and temporary reroute of path into Sea Palms Golf Course property, to be used during course of construction on Frederica Road east shoulder.
  • Should occur mid-March to early April

Equipment and construction trailer will be staged at 3501 Frederica Road for the course of the project. Accommodations have been made with area businesses to avoid congestion and delays.

When

Phase 2 (Palmetto Street) – April-June 2017
Completion of Project – July 2017

Why

The 8-inch force main is too small to support existing sewer customers. Under current conditions, the force main cannot support all the flow from the twenty contributing stations in the basin. This increases the probability of Sanitary Sewer Overflows (SSOs), which impacts the public health and safety. This project is consistent with the corrective actions as directed in compliance with an existing consent order from the Environmental Protection Division of the Georgia Department of Natural Resources that resulted from recent SSOs. BGJWSC is replacing this small, incompatible pipe with a new, larger 16-inch diameter force main pipe. A larger pipe will be able to provide adequate sewer services to the public and reduce the potential for SSOs.

This project is being funded by capital reserves at a cost of approximately $3.4 million. No SPLOST funds will be used.

Who

This project was designed by Four Waters Engineering, Inc., will be managed by the Planning & Construction Division of the BGJWSC and construction will be performed by T.B. Landmark Construction.

TB Landmark specializes in horizontal direction drill (HDD) which a majority of the construction requires.  TB Landmark has the qualifications BGJWSC has specified for this project.  The anticipated construction equipment for this project may include a HDD Drilling Rig, Excavators, Vacuum/Recycling Trucks, Dump Trucks, Loading/Unloading Trucks, and HDD Mud Mix Recycler.
